Evaluates admissibility of Mars dataset to test residual-horizon observation, indicating missing evidence needed for future evaluation.
A GCFT residual-horizon admissibility test using public Mars Reconnaissance Orbiter (MRO) ODF/SPICE datasets. This paper evaluates whether the publicly available evidence corridor is sufficient to test the GCFT-0379 residual-horizon observation contract. The result is an explicit negative finding: NEEDS_REPLAY. Public source receipts, decoded observables, SPICE geometry, and candidate residual structures are successfully established, but the absence of an admissible row-level covariance basis prevents definition of the effective residual floor (H_floor_eff) and therefore blocks a PASS/FAIL evaluation. Rather than claiming a detection, the work identifies the precise missing evidence object required for a future covariance-weighted replay while preserving full claim discipline and reproducibility.
