Working paper proposes IAIA to enhance autonomy and governability in public institutions under AI conditions, suggesting significant implications.
This working paper introduces Institutional AI Autonomy (IAIA) as a conceptual lens for understanding how public institutions can retain meaningful autonomy, governability and public-purpose orientation under AI conditions. IAIA focuses on the institutional effects of AI adoption beyond individual systems or compliance requirements. It examines how AI can reshape decision-making, knowledge formation, infrastructural dependencies and practical choice within public institutions. The paper is part of the AIR publication series. It complements the Dutch source publication Bestuurbaar blijven onder AI-condities: AIR — AI-Regievermogen voor publieke organisaties by providing an English conceptual framing of institutional autonomy and governability under AI conditions. This publication is written in a personal capacity.
