Presents a dynamic governance model integrating AI and expert input, suggesting new democratic possibilities.
This study presents a holistic and systemic alternative to the structural crises faced by traditional representative democracies. The proposed Hybrid Techno-Democracy model distributes governmental power between three independent AI architectures (legislative, executive, judicial), a merit-based Technocrat Assembly, and Direct People's Participation through a mathematical 40-30-30 power distribution formula. The model integrates liquid democracy mechanisms, algorithmic decision support, and multi-layered human oversight to prevent both algorithmic autocracy and populist instability.
