This article reveals how the Zero-Click model enhances citizen access to government services, suggesting a proactive digital transformation.
The rapid evolution of digital transformation in the public sector is currently transitioning from a reactive model to a proactive paradigm driven by Generative Artificial Intelligence (AI). As user search behavior shifts—with over 60% of queries resulting in "zero-click" searches where information is consumed directly from search engine interfaces—traditional government portals face a crisis of visibility and authority. This article explores the concept of the "Zero-Click Government," a model where the State anticipates citizen needs by utilizing Generative Engine Optimization (GEO) to ensure that official, authoritative data serves as the primary source for AI-generated responses. By prioritizing algorithmic sovereignty and structured data consistency, public administrations can mitigate the risks of misinformation and ensure that the "source of truth" remains within the public domain. Beyond the technical architecture, this study emphasizes the profound social impacts of a frictionless digital government. The Zero-Click paradigm acts as a tool for social justice by reducing the "administrative burden"—the time and cognitive tax imposed on individuals navigating complex bureaucracies. This shift promotes deep digital inclusion, allowing citizens with varying levels of digital literacy to access essential services and rights through natural, conversational interfaces. Ultimately, the transition to an "invisible government" humanizes public management, fostering institutional trust by delivering precise, contextualized, and proactive information that respects the citizen's time and dignity in the era of automated information.
