One axiom. One operation. Zero free parameters. Could the universe have been different? Almost no theory can ask: the Standard Model’s two dozen continuous dials answer ‘yes’ by construction. A theory with one root can sort the necessary from the accidental. The counterfactual map sorts every structural number into necessary (exactly one consistent value), contingent (a bounded discrete LABEL the fold leaves open, like the prime-sector index, itself capped by the deepest depth), or convention (changing it moves no ratio — the unit name). When the sort is done, the count is stark: zero free continuous parameters. There is no dial that can be turned by a hair to a nearby value. The only genuine freedoms are a bounded discrete label and the name of a unit, neither a continuous knob. The universe had, very nearly, exactly one way to be.
