This record presents a public priority timestamp for the C106/BDN-137 paper and frozen model. The paper introduces C106/BDN-137 as a frozen and reproducible UV boundary-spectral compact U (1) vacuum-response construction with primitive inverse coupling KBDN = 137. 035999176049404755. . . The claim is intentionally limited. The construction defines a model-level primitive inverse coupling inside the BDN/UV-BDN framework. It does not claim an unconditional first-principles derivation of the physical fine-structure constant, nor does it replace QED or the Standard Model. The physical identification with the Thomson-limit fine-structure constant remains conditional on the electromagnetic vacuum realizing the BDN boundary-spectral completion. The full reproducibility package, including code, machine-readable tables, supplementary derivations, and verification materials, is retained privately at this stage and is intended for later deposition as a new Zenodo version or journal-linked record after journal submission.
