This paper describes four governance capabilities that extend the Y.I.N. Mazari Architecture to address AI security requirements that have become urgent as of the first half of 2026. These capabilities form Tier 10 of the architecture and address the following documented gaps: the absence of cryptographically enforced identity lifecycle management for non-human AI agents; the absence of a governance layer managing migration from classical to post-quantum cryptographic algorithms across AI systems; the absence of structured AI supply chain documentation conforming to the G7 minimum element standard published in May 2026; and the absence of a structured containment and forensic rollback capability for misbehaving autonomous AI agents. Each capability is described at functional level. Together they bring the Y.I.N. Mazari Architecture to 48 layers across 10 tiers. This document establishes prior art as of its submission date.
