This conceptual analysis identifies gaps in public library service delivery in Haryana, suggesting improvements for development.
Libraries are important in inclusive knowledge societies because they enhance literacy, cultural growth, and equal access to information. Even though the Haryana state has the following problems with the social institutions, such as poor infrastructure, poor technological adoption, inadequate funding, and institutional support, public libraries are the most affected. Basing its arguments on the results of a pilot survey among librarians and users, this work identifies the gaps in service delivery and resource management on the ground. This research proposes a conceptual framework to interpret the structural, financial, and service-oriented aspects related to the development and performance of the public libraries in Haryana. The proposed model, based on Resource-Based Theory, Institutional Theory, and Service Quality (SERVQUAL) framework, includes several of the main constructs that are identified as critical determinants of user satisfaction and library performance: funding support, librarian competency, Information and Communication Technology (ICT) adoption, infrastructure, and policy interventions. Placing the case of Haryana in the context of comparative examples of Kerala and Rajasthan, the framework highlights the regional differences and best practices that can be transferred. Eight hypotheses have been developed based on a comprehensive evaluation of the literature on the subject and will be used to validate the hypotheses in future empirical research. The framework also offers practical advice to policymakers and library administrators in terms of signs of infrastructure preparedness, ICT uptake, and the capacity-building of the workforce. All in all, it addresses current gaps in state-specific library research and conforms to international priorities, including the IFLA-UNESCO Public Library Manifesto and the Sustainable Development Goals (SDGs), providing a solid theoretical and practical basis for the improvement of the system of public libraries in emerging settings.
