This preprint introduces THP-LC v1.3, a formal framework for representing complex systems through stratified levels, lifecycle structures, observer projections, AI orchestration, and human-institutional admissibility constraints. The framework is designed to support the analysis of systems in which multiple lifecycle processes, institutional actors, data structures, risk regimes, and decision procedures evolve simultaneously. THP-LC defines a frozen core structure while allowing controlled domain-specific interpretations through projection families and lifecycle mappings. The paper presents the core model, definitions, principles, proof sketches, and potential applications in AI governance, digital public administration, infrastructure systems, and complex socio-technical coordination. This version is released as a public preprint to establish the THP-LC v1.3 reference model and enable discussion, citation, critique, and further development by the international research and policy community.
