This volume develops the emergent-time framework of RLMT, in which the (3+1)-dimensional spacetime of general relativity arises as a projection of a timeless R-layer configuration space. We construct the functional mapping between the R-layer field and the emergent 4D time coordinate, derive effective nonlocal tunneling between AUP/MUP/CUP modes, and show that cosmological and black hole singularities are resolved as projection artifacts. The black hole interior is interpreted as a timeless CUP-dominated region. Observational implications include infrared modifications of the primordial tensor spectrum, early-time correlated features across CMB/PTA bands, and shifts in quasi-normal modes.
