The General Theory of Data Physics begins from a foundational premise: data should not be understood merely as a static informational object, but as a derivative representation of state. Under this view, many digital governance, compliance, identity, market-access, institutional coordination, and cross-domain interoperability problems can be reframed as problems of state representation, evidence formation, and trusted state exchange. This preprint introduces the notion of Macro State Exchange Domains: large-scale socio-technical domains in which actors, systems, institutions, and jurisdictions need to exchange purpose-specific representations of state without necessarily transferring the full underlying source state. The paper identifies several candidate macro state exchange domains, including Medical Health State Exchange (MHSE), Financial Position State Exchange (FPSE), Legal Process State Exchange (LPSE), Environmental and Ecological State Exchange (EPSE), and Public Administrative State Exchange (PASE), as possible future areas of inquiry under the General Theory of Data Physics. This paper does not introduce operational frameworks, technical architectures, implementation models, data schemas, compliance procedures, certification mechanisms, or platform designs for any specific domain. Instead, it proposes a research agenda and clarifies that cross-border product data exchange and Digital Product Passport-related applications represent only one instance of a broader theoretical problem: how state can be represented, evidenced, trusted, and exchanged across domains while preserving source-side boundaries, institutional responsibilities, and purpose-specific disclosure.
