A re-verification certificate is a decaying asset: a site last observed at time zero drifts under Ornstein–Uhlenbeck dynamics, and the steward's confidence in its current state decays accordingly. The Stewardship Revisit Theorem (SRT), “the Tender, ” asks: at what cadence should a site be re-observed? We prove the answer is a square-root law — the classic economic-order-quantity form τ* = √ (2c/ (κs²) ) — that tightens where drift is fast and relaxes where it is slow, replacing fiat re-verification intervals with an auditable thermodynamic law, and that this cadence is Whittle-indexable, so a portfolio of drifting sites can be prioritized by a single broadcast clock price. Eight results are machine-checked in Lean 4 (Aristotle, zero sorry, axioms ⊆ propext, Classical. choice, Quot. sound), namespace Viridis. Monitoring. StewardshipRevisit, covering: the OU half-life identity; strict monotone variance growth; the square-root optimal cadence and its minimized cost; the Whittle-index form of the re-observation problem; existence and uniqueness of a single broadcast clock price equalizing marginal penalty across a portfolio; and a concrete non-vacuous witness. SRT completes a space-time monitoring trilogy under the Intelligence Bound: the D-Score Measurement Closure Theorem (how much to monitor one site), the Monitoring Water-Filling Theorem (where to spend a fixed budget across sites), and SRT itself (when to re-observe a drifting site).
