The report provides a comprehensive analysis of the development of the institutional environment and green finance instruments in Ukraine during 2024–2025. It identifies key areas for institutional change in the financial sector aimed at advancing green finance, strengthening the capacity of public financial institutions, and enhancing the role of international financial organizations. The report presents a stocktaking analysis of regulatory developments, banking practices, the carbon credit market and policy measures undertaken by regulators to promote the adoption of sustainable finance instruments, in particular green bonds. It concludes with policy recommendations on improving public governance, strengthening inter-agency coordination, advancing the implementation of the green taxonomy, and expanding financial instruments to support sustainable development.
