Abstract Attention is the direction of computational power allocation in the brain — but what are the rules governing its allocation? This paper integrates multiple fragments of attention research: deviation‑driven mechanisms of the aesthetic instinct and the wonder family, the filtering mechanism of the Charlie Line, the hijacking by the Restorative Instinct, the influence of the dual baselines of dopamine and serotonin, and the interference of instinctual games. Ultimately, it derives a unified mathematical model. The model expresses attention allocation as: Net Driving Force = (Reward Deviation + Importance Deviation) / (Instinctual Game Interference + System Noise), where reward deviation is modulated by the dopaminergic tonic baseline, and importance deviation is modulated by the serotonergic tonic baseline. This formula resonates with the "Winner‑Take‑All" principle in neuroscience, providing a quantifiable theoretical framework for understanding attention allocation. This paper also reveals the essence of "emotional value" products — they are precise manipulations of the Charlie Line and the Restorative Instinct — and provides a neurocomputational formula for emotional value.
