Re-Phase Vol.6.1 certifies a finite witness suite for two prior Re-Phase layers: Vol.5.3 pathwise compatibility lifting and Vol.5.4 information-adapted selector preservation. The certified suite contains 13 finite witnesses: seven v53 pathwise witnesses and six v54 selector witnesses. Each witness has an input-only canonical specification, a registered compute function, a generated output, a reviewed golden snapshot, and release-gate verification. The repository command `python run_all.py --release` passes with all 13 witnesses loaded and golden-verified. Vol.6.1 does not introduce a new theoretical layer. It operationalizes selected distinctions from Vol.5.3 and Vol.5.4 by turning them into finite, reproducible, repository-checkable witnesses. This manuscript also distinguishes release-gate verification from golden content audit. The release gate verifies generated/golden agreement. The v54 content audit verifies that the golden content is faithful to the locked M1–M3 definitions and D-v54 decisions. This Zenodo record archives the manuscript / non-code materials. The associated software and witness harness are archived separately under DOI 10.5281/zenodo.21220093.
