This paper proposes a discrete spacetime framework in which fermion capacity limits trigger a first-order phase transition from matter to pure radiation during black hole collapse. The corrected critical mass is Mcrit ~ 10¹ kg, far below any astrophysical black hole mass, making the transition inevitable. The resulting stress-energy discontinuity may quantum-degrade the horizon, allowing energy escape and initiating a new cosmic cycle. The framework is driven entirely by three physical axioms, introduces no new entities, and provides testable predictions including relic gravitational waves and CMB anomalies.
