The World Health Organization operates as a coordinating body within the United Nations system, providing technical guidance, setting health standards, and supporting member states in implementing evidence-based health programs. This paper examines the policy mechanisms through which WHO translates global health evidence into national action, focusing on frameworks for program design, monitoring, and evaluation. We analyze WHO normative guidance (recommendations, technical standards, evidence syntheses), mechanisms for financing health programs through member states and development partners, and evaluation approaches for assessing progress toward Sustainable Development Goal 3 (SDG3). The paper emphasizes that WHO's authority is primarily advisory and technical; implementation depends on member-state political commitment, institutional capacity, and financial resources.
