The article examines public practices in three European Union (EU) Member States (MSs) – Denmark, Finland, and France – regarding the international promotion of their respective film industries and, by extension, the broader European film industry. It focuses on three main aspects: it examines (i) institutional mechanisms through which national authorities contribute to the film promotion across EU MSs and abroad, and (ii) how national authorities deal with the involvement of the EU in external audiovisual relations, seeking to understand the interactions and confrontations between national and EU film promotional efforts. Given the increasing importance of Video-on-Demand (VOD) services in the European film industry, the article also considers the perceived responses of national authorities to VOD platforms, examining to what extent national practices towards international film promotion align with the industrial action of VOD platforms and their transnational activities. Data comes from desk research, policy document analysis, and 35 semi-structured interviews with officials of state ministries, national cinema centres, and other stakeholders.
