Conceptual framework introduces physical evolution as a fundamental observable, redefining time in physics.
General Relativity successfully describes gravitational phenomena through spacetime geometry, while quantum theory describes microscopic dynamics using probabilistic evolution. Despite their success, neither theory establishes that time itself is a fundamental physical entity. Every experimental measurement of time is performed using clocks whose operation depends upon the evolution of physical systems. This work proposes that the local rate of physical evolution, rather than time, is the fundamental observable of nature. A scalar evolution field is introduced as the primary physical quantity from which temporal measurements emerge operationally. The paper develops the foundational principles of the framework, establishes the mathematical description of accumulated evolution, and prepares the derivation of generally covariant field equations in subsequent sections. The framework further motivates a non-singular description of gravitational collapse based on the principle that physical evolution never vanishes.
