This document is the methodology of record for an impact assessment framework that translates a user defined electricity sector intervention into projected avoided emissions and the downstream climate, public health, and ecological outcomes that follow from them. The framework covers eleven technology options across 53 United States jurisdictions, with five emissions projection schemes and five Shared Socioeconomic Pathways. It integrates EPA AVERT, NREL Cambium, EPA eGRID, and EPA COBRA derived health relationships, and it reconstructs the DICE-EMR mortality cost of carbon (MCC) to enable scenario dependence and project scale evaluation. This reference documents the data sources, governing equations, parameters, validation, and limitations of each module integrated in the impact assessment framework.
