Cognitive Operating Systems (COS) introduces an architectural abstraction for persistent human-AI collaboration. Rather than treating AI as a system that generates responses, COS treats AI as a governed cognitive process operating within explicit structures for memory, reasoning, execution, safety, and learning. The architecture separates model cognition from governed execution, enabling AI behaviour to become auditable, interruptible, persistent, and structurally constrained. To evaluate the architecture, this work presents PCOS (Personal Cognitive Operating System), a reference implementation comprising a 9-phase cognitive pipeline with persistent memory, mission-context management, real-time voice interaction, tool execution, and governance mechanisms. The contribution of this work is not a new model. It is a systems architecture for organising cognition, memory, execution, and safety into a unified operational framework for long-term human-AI collaboration.
