Descriptive count versus dollar asymmetry in public-authority procurement indicates unique insights into MTA contracts.
This method application note applies Structural Honesty Verification to public-authority procurement, measuring, for the MTA's FY2024 report, the divergence between a participation metric counted by contract and the same metric weighted by dollars, on two named dollar estimands. It reports these as descriptive prime-vendor statistics and explicitly refuses goal-attainment, discrimination, and rule-compliance conclusions. The worked example is fully reproducible from public New York State open data and converged after nine independent cross-instance audit rounds.
