Ecotourism implementation is inherently complex, requiring the integration of ecological, economic, and social dimensions alongside diverse stakeholder interests. This study addresses these challenges by applying Soft System Dynamics Methodology to a real-world case study on Chongming Island, China. By shifting from top-down interventions to community-led co-creation, this study offers an innovative application of community operational research that enhances systemic resilience and legitimacy in data-scarce contexts.
