This framework converts oil basins into sustainable energy hubs, integrating storage and agriculture for climate resilience.
This paper presents the Quad-Stack Basin Transformation Framework, an open-source blueprint for converting late-stage and economically stranded oil basins into climate-resilient Eco-Industrial Energy Hubs. The framework proposes a layered redevelopment model that combines permanent geological CO₂ storage, surface watershed repair, elevated agrivoltaic solar generation, and large-livestock grazing on the same asset footprint. By aligning subsurface pore-space use, public resilience funding, renewable power production, and agricultural revenue, the model reframes asset retirement from a sunk liability into a diversified green-capital strategy. The approach is intended to help operators, landowners, engineers, public agencies, and investors screen candidate sites, evaluate stacked revenue potential, reduce environmental risk, and identify the technical, legal, and financial due diligence required before deployment. Rather than presenting profit as the purpose of land repair, the framework treats financial viability as the adoption mechanism for scalable environmental rehabilitation.
