Andrew Brown is in the School of Social Sciences at Murdoch University, Perth, Australia. Both are members of the Asia Research Centre at Murdoch University. This paper draws extensively on the previously published works of the two authors. These are: Hewison (1985; 1987; 1989a; 1989b; and 1990), and Brown (1991) and Brown and Frenkel (1993). These publications provide expanded discussions of some of the areas discussed in this paper.
