We introduce a Terahertz waveguide whose mode structure is encoded by the 240 E8 root vectors, each assigned a phase derived from the Dirichlet L‑function residues of primes in the eight residue classes modulo 60, then rotated by the golden ratio φ. The 132 Hz base frequency emerges as a natural harmonic of the φ‑scaled root‑vector spacing, producing a loss‑free dispersion relation. This phi‑modulated lattice supports standing‑wave modes that are simultaneously eigenstates of the E8 root lattice and the golden‑ratio scaling, yielding zero‑dispersion propagation across the THz band.
