In this paper the author reports the results of a carefully planned and extensive public opinion survey designed to ascertain probable reactions of Turkish couples to a government program of family planning. Also, the survey undertook to weigh the possible usefulness of the mass media and the political and spiritual leaders in the villages in winning support for the program, particularly among the villagers. The value of a public opinion survey in implementing public policy in this situation is clearly underscored.
