Alongside the introduction of a plan-led system in England and Wales, environmental appraisal of development plans has rapidly become a common activity among local authorities. This paper describes a review of 71 appraisals with the purpose of examining the practical application of the government's suggested method. It was found that while the basic steps were being undertaken, more complex stages in the process are being neglected. It is concluded that the guidance is generally sound, although some changes would be advantageous. Local authorities would benefit from additional support in the form of guidance, information and resources if they are to use the system to best effect.
