Proposes a new ranking and seeding system for the FIFA World Cup, enhancing competition and reducing dead rubbers.
AbstractThis paper proposes the Single Ranking and Unique Seeding MatrixSystem for the 48-team FIFA World Cup. Under this system, all 48teams are integrated into a single ranking after the group stage, and thetop 32 teams advance to the knockout stage according to a fixed seedingmatrix. Using the simple relation M+1−N, the proposed seedingmatrix ensures that every improvement in the final ranking provides alasting competitive advantage through more favorable knockout pairings.Consequently, teams remain motivated to maximize points andgoal difference until the final whistle, substantially reducing the operationalnecessity for simultaneous kick-offs and significantly mitigatingdead rubbers. The proposed framework harmonizes sporting integritywith commercial demands and offers a practical framework for future48-team FIFA World Cups.
