Conceptual review proposes a framework for enhancing global competence in learners, indicating necessary educational shifts.
The twenty-first century has transformed education through globalization, technological advancement, and digital connectivity, requiring learners to develop competencies beyond academic knowledge. Education systems are shifting toward competency-based learning that promotes critical thinking, creativity, collaboration, communication, intercultural understanding, ethical responsibility, digital literacy, and lifelong learning. This conceptual review proposes the Global Learner Competency Framework (GLCF-6D Model), integrating contemporary educational theories, international competency frameworks, and recent research. The model consists of six dimensions: Cognitive Competence, Digital Intelligence, Cultural Intelligence, Social-Emotional Competence, Ethical and Sustainable Citizenship, and Lifelong Learning Mindset. Drawing on literature from UNESCO, OECD, the World Economic Forum, NEP 2020, and peer-reviewed studies, the paper examines opportunities and challenges in preparing learners for a globalized world. It highlights the importance of teacher development, curriculum redesign, institutional readiness, and innovative assessment. The framework provides practical guidance for developing globally competent learners equipped with the knowledge, skills, values, and attitudes needed to address future societal challenges responsibly and innovatively.
