The characteristic quasipolynomial for a linear differential-difference system is replaced by a regular polynomial to which standard stability tests for finite dimensional systems can be applied. The Routh-Hurwitz stability test is then used to determine necessary and sufficient conditions for asymptotic stability of time-delay systems independent of the length of the delay.
