There has as yet been little research on ethics codes in the transitional democracies. This article presents the results of a comparative study of codes of ethics and conduct, and draft documents not yet adopted, for public servants in ten Central and East European countries. It indicates that transitional democracies have analyzed ethics practices in the Western democracies and are using codes to introduce traditional public service values.
