EnglishThis paper constitutes an analysis of Venezuelan foreign policy during the last ten years of the representative democracy period (1989-1998, the government administrations of Carlos Andres Perez, Ramon J. Velasquez, and Rafael Caldera) with emphasis on the strategies for the promotion of democracy througout the Latin American region. In addition, this study evaluates and compares the turn taken in matters of the defense and promotion of democracy in our agenda and foreign policy during the first year of government under the administration of Hugo Chavez Frias (1999). Parting from the above, reflections are made concerning the existing obstacles to a new, more coherent and effective strategy for the promotion of democracy, based on efforts carried out in an integral fashion, not only by the government, but also by society and worldwide organizations and networks.
