This methodological capstone monograph of the PFUSRC 132-series is fully written through independent research with no institutional funding or collaborative academic backing. Classical Occam’s Razor is widely quoted across academia yet suffers vague judging standards and widespread misapplication; most scholars only interpret it as the maxim "simpler explanations are superior" without clear criteria for necessity, entity scope and cross-layer usage restrictions. This paper upgrades the traditional heuristic rule into a complete set of operable topological structural constraints based on the 11-dimensional triple coaxial 45° biconical ontology of PFUSRC. It corrects three mainstream misunderstandings of Occam’s Razor, and introduces Hickam’s Dictum as its complementary judging standard for multi-layer composite systems. A four-principles complete framework is established: Integrity Principle, Scale-Independence Principle, Logical-Unfolding Principle and Layer-Matching Principle, which jointly define the accurate applicable boundary of simplicity screening. All deduction contents do not derive new topological axioms; all foundational topological proofs are archived in PFUSRC-00 to PFUSRC-130 serial hard papers. Combined with all core cases from PFUSRC-132 to 132E, this text realizes methodological closure for the entire seven-layer ontology popular series, and provides unified topological judging rules for distinguishing necessary and redundant structural units in cosmic, mathematical, cognitive and artificial intelligence research.
