Withdrawn. The position-dependent-gravity mechanism (G = G₀/μ) is excluded by the MICROSCOPE equivalence-principle bound and by Gaia wide-binary data. The MOND-scale phenomenology is treated instead, mechanism-free, in the author's horizon-thermodynamic work. See the attached withdrawal notice.
