The very low frequency dielectric constant of borosilicate glasses has been measured down to 5 mK. A new law in Log T/ω and a non-linear field effect have been found and are explained by a very broad distribution of the relaxation times for the reorientation of the dipoles. The characteristic tunneling frequencies are lower than the corresponding ones deduced from the acoustic properties.
