The European commission: from cultural compromise to a political culture of compromise Setting up community policies implies a real change of scale relative to traditional nation-state practices. The work of the Commission's agents occurs in a process of permanent negotiation. While apparently homogeneous, the institution is multicultural. In the space which it occupies, a « cultural compromise » is worked out by which practices combine and are restructured and a wide variety of applications and identities come together in the name of a common project. This engenders in the Commission's field of action a «political culture of compromise », characterized by orientations and concepts which sometimes bring together very different traditions.
