Theoretical framework constructs how observer perspectives shape cosmic awareness, suggesting implications for understanding reality.
PFUSRC-139 elaborated the topological homology between inertia and gravity and answered how cosmic structures operate. A complete theoretical system must further resolve the epistemological core question: how observers cognize cosmic topological dynamics. This paper constructs the complete observational theoretical framework of the PFUSRC system with six core arguments: 1. Structure takes logical priority over time, while all structural blueprints exist simultaneously at the ontological level. Topological growth follows the rule of "boundary first, filling later"; "priority" denotes construction logic rather than temporal sequence. 2. Time is defined as the measurable progress of structure filling—the continuous latching, release and convergence of flow variables within pre-locked topological boundaries. Humans perceive temporal flow because observers themselves are embedded in this filling process. 3. Observed cognition is fully determined by the observer’s topological gradient (L3/L4/L5). Low-gradient positions perceive uniform linear time; high-gradient positions observe differentiated filling rates across regions, and high-gradient perspectives are closer to ontological truth. 4. Observation equals topological projection; no absolute external God’s-eye perspective exists. The observer’s motion, orientation and phase state jointly shape the observed projection. Observation is not passive reading but active system participation. 5. Sub-universe observation verifies reference frame relativity: the Mother Universe can overlook nested sub-universes, yet perspective shifts entirely once entering a sub-universe interior. No single position simultaneously owns maximum field of view and maximum resolution. 6. Ultimate observational capacity refers to synchronous multi-layer perception of L3/L4/L5 projection states without memory comparison, directly grasping complete topological architecture. This paper integrates topological structural unfolding logic, the ontological definition of time and embedded observer epistemology into a unified cognitive system, perfecting the complete theoretical logic of the PFUSRC 11-dimensional biconical topological ontology.
