The increasing competitiveness driven by the ASEAN Free Trade Area (AFTA) and global economic integration has compelled healthcare institutions to strengthen their organizational capacity through effective human resource (HR) planning. This study examines the strategic HR planning practices at RS PKU Muhammadiyah Yogyakarta Unit II as the hospital prepares for its transition to a Type B hospital and compliance with the Indonesian Ministry of Health Regulation No. 56 of 2014 and the 2012 Hospital Accreditation Standards established by the Hospital Accreditation Commission (KARS). The study involved hospital personnel, including the medical committee, unit managers, secretariat, and human resource staff. Data were collected using a descriptive approach through primary sources, including observations and structured interviews, as well as secondary data obtained from hospital records on workforce composition, qualifications, and competencies. The findings emphasize the importance of systematic workforce planning, competency-based staffing, and continuous personnel development to meet accreditation requirements and enhance service quality. Effective HR planning is essential for ensuring organizational readiness, improving operational efficiency, and maintaining competitiveness in an increasingly dynamic healthcare environment.
