Legal analysis identifies evidentiary issues in Latvian criminal case termination and highlights systemic deficiencies.
This deposit presents a source-based legal analysis of Latvian criminal proceedings No. 12503000514 and their termination on 17 May 2016. The documentary record concerns disputed transfers of immovable property shortly before the death of Ilgonis Ancveirs, a general power of attorney, handwriting examination, the movement of sale proceeds, and the evidentiary reasoning relied upon by the investigating authority. Particular attention is drawn to two significant evidentiary issues. First, the handwriting examination did not determine whether several key signatures were executed by Ilgonis Ancveirs or by another person. Second, the termination decision contains an apparent material chronological inconsistency: it records the death of Ilgonis Ancveirs on 24 August 2014 while referring to receipt of EUR 35,000 on 22 August 2015. The analysis also examines the proximity of the transactions to the recorded date of death, serious illness and physical dependency, the evidentiary treatment of cash payments, potential witness-interest issues, and the distinction between evidentiary uncertainty and affirmative proof of authenticity. This publication does not allege or establish criminal liability of any named person. Its purpose is documentary preservation, independent legal scrutiny, academic and public-interest research, and analysis of evidentiary reasoning, procedural safeguards and rule-of-law standards. Primary legal themes include effective investigation, evidentiary assessment, document authenticity, property rights, procedural safeguards and effective judicial protection.
