A guiding-center plasma has stationary solutions in cartesian and cylindrical geometries. Most of them are unstable and evolve in such a way that most energy concentrates at low wave numbers. This is a consequence of conservation of energy and the square of the vorticity. Explicit solutions of the truncated model are given. Manley-Rowe relations are derived and related to the constraints of the system.
