Modal Triplet Theory (MTT) and the Bioelectric-Quantum Evolution (BEQ) program can be placed in one layered narrative, but they cannot presently be collapsed into one completed theory. MTT asks whether selected upper geometric and operator data can reconstruct effective physics. BEQ asks how ordinary fields, gradients, quantum-sensitive mechanisms, feedback, records, and selection can support living control. The legitimate integration is therefore a sequence of interfaces: candidate modal source, effective physical theory, non-equilibrium chemistry, biological regulation, and operational agency. Each level has its own variables, evidence, and failure conditions. This paper develops that interpretation in accessible form. It explains how higher-level control can be physically realized without an extra force, why stochasticity or quantum randomness is not agency, why measurement is an ordinary physical interaction rather than a privileged act of consciousness, and why common physical laws do not determine how frequent life is in the universe. MTT gives BEQ a possible upstream setting; BEQ gives MTT a disciplined downstream test environment. Their strongest present relation is compatibility plus a research contract, not derivation or confirmation.
