Can a completed quantum record alter an independent timing channel when no control path is allowed to carry the target? Dynamic circuits already demonstrate context-conditioned response and quantum-eraser recovery. This public preregistration asks a different question. A mid-circuit result is first exported to named persistent memory, every surviving controller and environment copy is retained in the terminal packet, and an independently calibrated timing mode is read without permitting the record to control its preparation, pulses, scheduler, or measurement basis. The completed-record camera is the squared Uhlmann fidelity of the full terminal record packet: \[ η_T = Fⱼₒᵢₙₜ\,2 = F^2\!(ρRMEᵐᵉᵃˢ,ρRMEⁱᵈᵉᵃˡ). \] The registered timing-access frontier is \[ U_T^{} = |(1-η_T)\,Υₜᵣ+b_N|, \] and the canonical zero-background, unit-transfer branch becomes \[ { U_T^{}=1-Fⱼₒᵢₙₜ\,2 }. \] The decisive design rule is structural rather than fitted. No quantum control, classical feed-forward, environment monitor, pulse parameter, scheduler instruction, or target literal may transmit the record label into the timing program: \[ R C, M C, Emcm C. \] Any forbidden path yields INELIGIBLE_NO_THEORY_VERDICT, not a false theory exclusion. The starting dynamic-circuit archive was independently reconstructed in \(161/161\) numerical checks with maximum absolute discrepancy \(1.11×10⁻¹⁶\). Those programmed context and eraser rows are retained as standard-quantum qualification only; they are not counted as evidence for the registered timing consequence. Thirty activation gates precede every theory verdict: eighteen inherited gates and twelve platform-specific gates. No target-bearing data were acquired before sealing.
