Optimization study demonstrates a typed fail-closed architecture for emergency food planning, highlighting verifiable safety bounds across multiple operational timescales.
# Provider Description Emergency food planning spans several clocks. Existing food, safe water, markets, cash, and humanitarian delivery may matter immediately, while local cultivation and controlled biomass production require time, qualified inputs, processing, testing, distribution, and authority. This paper develops a typed decision architecture that keeps organism growth, gross production, released food, delivered food, and consumed nutrients separate. Unknown mandatory evidence fails closed, and inability to supply safe and complete nutrition is returned as an explicit result rather than hidden by optimistic substitution. The accompanying reference application was evaluated through successive synthetic programs. The record includes development fixtures, a 72-case isolated evaluation, a sensitivity and ablation program, two failed exact-replay routes, an aborted pre-outcome development route, and a separately frozen HiGHS route that reproduced three development passes and two scientific passes exactly. Favorable results are reported alongside a reversed micronutrient hypothesis, exact nulls, tie-heavy findings, adverse recourse and cost results, and the earlier replay failures. Statistical rejection is not counted as success when its direction is adverse. A Lean 4 leaf checks 29 bounded invariants for result eligibility, replay gates, endpoint accounting, direction, evidence-history preservation, seal state, abstract fail-closed release, and an inventory balance certificate. These proofs do not establish solver optimality over exact real numbers, empirical food safety, nutritional adequacy, facility performance, humanitarian effectiveness, or deployment readiness. The 19-page preprint includes five figures, 31 numbered equations, three result tables, 27 references, and a reproducibility companion with code, frozen synthetic outputs, formal materials, validation receipts, and exact hashes. The biological and field final-test seal remains closed and unopened. ## Keywords emergency nutrition; humanitarian logistics; robust optimization; food-system resilience; food safety; fail-closed decision support; single-cell protein; microalgae; edible insects; mushrooms; reproducibility
