A new view is presented to treat the Anderson localization in one-dimension as the impurity pinning of the phase variables of charge and spin. We make use of the phase Hamiltonian derived by the bosonization. By this method effects of mutual interactions are naturally included and we determined the phase diagram of localized and delocalized states of the spin-dependent Tomonaga model in the plane of the coupling constants.
