A generalized model of the critical state in low-dimensional superconductors is proposed, which includes the effects of bulk and edge pinning of the magnetic flux. The conditions are determined for the penetration of Pearl-Abrikosov vortices into the superconductor, and metastable flux structures in these systems are described. A diagram of different vortex states is constructed for a complete cycle of variations of the external magnetic field.
