Summary. ULF magnetic fluctuations observed by Ogo 5 at the polar cusp boundaries are analyzed in terms of a drift wave instability and a Kelvin-Helmholtz instability. The latter appears to account for the observed properties of the fluctuations. The relevance of this instability to the low-altitude structure of the polar cusp is briefly discussed.
