Wildfire risk reduction efforts typically aim to moderate fire frequency and intensity by altering landscape fuels. Focusing on hazard, however, does not ensure the survivability of people and resources being protected. Survivable development guidelines should integrate community location and design, empowering residents of fire-prone regions to coexist with inevitable wildfires.
