Technical specification demonstrates a fail-closed execution-governance architecture for artificial intelligence systems, establishing acyclic verification to prevent unauthorized actions.
English PGA-v0.2.1 is a narrowly scoped, fail-closed execution-governance specification for AI-proposed actions. It separates capability, proposal, commitment, and execution authority. An action can reach execution only through typed provenance, current policy and gate bindings, exact scope agreement, an optional hash-bound human authorization receipt, a final recheck, an acyclic authority decision, an immutable single-use execution token, and an atomic commit transaction. Missing, stale, conflicting, expired, replayed, or unbound authority-critical inputs block execution. PGA-v0.2.1 was developed through an implementability review of v0.2. That review exposed three normative defects: a content-hash cycle between the authority decision and its execution token; an audit-event hash whose preimage included its own hash field; and an ambiguity between mutable token state and the stable token identity referenced by a commit receipt. Version 0.2.1 replaces these constructions with explicit canonicalization and domain-separated hash profiles, an acyclic decision–token sequence, immutable single-use tokens, separate revocation records, and atomic token consumption and commit semantics. This record contains English and Hungarian explanatory versions of the manuscript in PDF and editable source formats. It presents a specification and a preregistered evaluation design, not a completed implementation or a general safety guarantee. All 183 specified tests remain NOT_RUN; the reference implementation is NOT_STARTED; and all nine production gate bindings remain UNBOUND → BLOCKED. A PGA-v0.2.1 a v0.2 implementálhatósági vizsgálatából született.
