Secondary data analysis demonstrates a strong positive correlation between MSME growth and employment generation, highlighting the role of targeted industrial policies in driving regional development.
Karnataka has placed significant emphasis on the development of the Micro, Small, and Medium Enterprises (MSME) sector as a key driver of economic growth, balanced regional development, and employment generation. MSMEs play a vital role in the state's industrial economy by fostering entrepreneurship, generating employment, promoting innovation, and supporting large industries through strong industrial linkages. Recognizing their importance, the Karnataka Industrial Policy 2025 introduces a range of programmes, incentives, and concessions to enhance the competitiveness, productivity, and sustainability of MSMEs. The policy focuses on investment promotion, technological up-gradation, skill development, innovation, and balanced industrial growth across the state. This study examines the role of MSMEs in promoting sustainable industrial development in Karnataka, with particular emphasis on the strategies and incentives provided under the Karnataka Industrial Policy 2025. It evaluates the growth trends and contributions of MSMEs and highlights their significance in strengthening industrial competitiveness, fostering inclusive development, and achieving sustainable economic growth. As per result, the Pearson correlation coefficient (r = 0.984) reveals a very strong positive relationship between MSME units and employment generation. This means that as the number of MSME units increases, employment generation also increases significantly. The correlation coefficient is very close to +1, indicating an almost perfect positive linear association between the two variables. The significance value (p=0.000) is less than the conventional significance level of 0.01 (1%), indicating that the observed correlation is highly statistically significant. Therefore, the probability that this relationship occurred by chance is extremely low. The MSMEs play a vital role in Karnataka’s economy by generating employment, contributing to GSDP, promoting industrial diversification, promoting entrepreneurship, driving innovation and technology adoption, supporting regional and social inclusivity, supporting balanced regional development and sustaining traditional and rural industries. Their potential for advancing industrial sustainability is further enhanced under the strategies and incentives outlined in Karnataka’s Industrial Policy 2025.The major industrial sectors include food processing, engineering, readymade garments, foundries, automobiles, chemical manufacturing, and handicrafts. In addition to these modern industries, Karnataka is home to traditional and lineage industries, such as handicrafts, khadi, and other rural-based small-scale enterprises, reflecting the state’s diverse and historically rooted industrial ecosystem. The sector contributes significantly to manufacturing, services, exports, and innovation while providing large-scale employment opportunities with relatively low capital investment. As one of India's leading industrial states, Karnataka has created a favourable business environment through strong infrastructure, skilled human resources, and progressive industrial policies that encourage the growth of MSMEs. In recent years, sustainable industrial development has emerged as a major policy objective, emphasizing economic growth along with environmental protection, resource efficiency, and social inclusion. To achieve these objectives, the Government of Karnataka introduced the Karnataka Industrial Policy 2025–30, which aims to promote sustainable and inclusive industrialization by encouraging green manufacturing, technology adoption, investment promotion, skill development, and balanced regional growth. The policy provides several incentives for MSMEs, including financial assistance, infrastructure support, technology upgradation, quality certification, and incentives for enterprises adopting environmentally sustainable practices. 2.Objectives of the Study To examine the performance and growth trends of MSMEs in Karnataka. To analyse the strategies and incentives provided under the Karnataka Industrial Policy 2025–30 in promoting sustainable industrial development in the state. 3.Hypothesis There is a significant positive relationship between MSME units and employment generation in Karnataka over the past few years. 4.Materials and Methods The study is based entirely on secondary data collected from authentic government publications, official databases, and other reliable published sources. The major sources of data include the Annual Reports of the Ministry of Micro, Small and Medium Enterprises (MSME), Government of India, the Karnataka Industrial Policy 2025–30, the Udyam Registration Portal, publications of the Directorate of Industries and Commerce, and the Reserve Bank of India (RBI). In addition, data have been collected from the Economic Survey of Karnataka, reports published by the Government of Karnataka, as well as relevant research articles, books, academic journals, government reports, and other published literature related to MSMEs and sustainable industrial development. The study covers the period from 2015 to 2027. Data for the years 2015–2025 were used for trend analysis, while the estimates for 2026 and 2027 were obtained using the Moving Average Forecasting method. Statistical Techniques: The collected data were analyzed and interpreted using appropriate statistical tools, including percentage analysis, annual growth rate, moving average forecasting, and Pearson's correlation analysis. These statistical techniques were employed to examine the growth trends of MSMEs, forecast future performance, and assess the relationship between MSME growth and employment generation in Karnataka. 5.Concept of Industrial Sustainable Development Industrial sustainable development emphasizes the conservative and efficient utilization of resources. Achieving high levels of resource productivity requires manufacturers to optimize the entire supply chain by critically analyzing the process of raw material extraction, component production, product design, and the organization of return or recycling markets. Also, it represents a holistic framework that integrates economic growth, environmental stewardship, and social equity within the industrial sector. Its primary objective is to promote the efficient utilization of resources, minimize ecological degradation, and ensure that industrial activities contribute to community well-being and enhanced living standards for both present and future generations. This paradigm shifts the traditional industrial model from a linear “take–make–dispose” approach toward a cyclical, closed-loop system that emulates the regenerative processes of natural eco-systems. Performance of MSMEs in Karnataka Karnataka has consistently emphasized economic and industrial development through a progressive and adaptive policy framework that aligns with the evolving needs of the economy. In the context of globalization, entrepreneurs face multifaceted challenges, including the acquisition of entrepreneurial skills, access to credit, adoption of modern technologies, enhancement of product quality, and maintenance of market competitiveness. The State Government has implemented a range of strategies and incentive schemes designed to support and empower emerging entrepreneurs, especially the MSME sector. These initiatives are systematically outlined and executed under the provisions of the Karnataka Industrial Policy 2025, which aims to foster sustainable industrial growth and promote innovation-driven entrepreneurship across the state. Through this study, MSMEs play an important role in economic growth by fostering entrepreneurship and generating large employment opportunities. This sector provides support to large firms as suppliers of input goods and services, thereby contributing to industrial development. Over the past five years, Karnataka has attracted industrial investments amounting to approximately Rs.4 lakh crore, positioning the state as the 5thlargest in India in terms of industrial growth. This sector plays a pivotal role in Karnataka’s economic development, contributing significantly to employment generation and regional industrialization. Nationally, the MSME sector accounts for nearly 40% of India’s GDP and stands as the second-largest source of employment after agriculture. 6.Results and Discussion 6.1.Growth in Trends of MSMEs in Karnataka The Karnataka Industrial Policy 2025–30 plays a pivotal role in advancing sustainable industrial development by fostering the expansion and resilience of MSMEs across the state. This policy is projected to significantly contribute to the sustainable development of MSMEs by emphasizing green manufacturing practices and incentivizing the adoption of advanced technologies such as Industry 4.0. The policy further promotes inclusive and equitable growth through targeted provisions for MSMEs, women entrepreneurs, and enterprises in underdeveloped regions. Key strategic interventions include the streamlining of regulatory procedures to enhance ease of doing business, the promotion of environmentally sustainable practices such as waste management and renewable energy utilization, and the creation of a competitive and resilient industrial ecosystem through focused incentives, infrastructure support, and capacity-building initiatives. As per the Karnataka Economic Survey 2025, the policy has set an ambitious target of attracting ₹7.5 lakh crore in investments and generating 20 lakh employment opportunities by 2030, while strengthening the state's manufacturing ecosystem and enhancing its leadership in high-technology and sunrise industries. As of December 2025, 24.86 lakh MSMEs were registered unde
